            Speaker:           Dr. James M. Lents, President, International Sustainable Systems Research Center

            Topic:               Mapping the Driving Patterns and Emissions from Motor Vehicles Around the World

 

            Synopsis:          Dr. Lents is presently serving as President of the International Sustainable Systems Research Center.  Prior to this he served as director of the University of California at Riverside Center for Sustainable Suburban Development and has been involved in environmental and energy research at UCR for the past eight years.  His research involves air quality management policy, the impact of electricity generation policy, and transportation impacts on micro, macro, and global environmental systems.  He has also served as Executive Officer of the South Coast Air Quality Management District, Director of the Colorado Air Pollution Control Division, and Technical Director of the Chattanooga-Hamilton County Air Pollution Control Bureau.  Dr. Lents was significantly involved in the development of the 1990 U.S. Clean Air Act and the 1988 California Clean Air Act.  He has served on four national Commissions reviewing diesel standards, alternative fuels, automobile global warming emissions, and air quality management processes and the recent National Academy of Science review of the U.S. air quality management system.

Directions:  From the 134 East Freeway in Pasadena, take the Fair Oaks Ave. exit.  Go south on Fair Oaks Ave. to Walnut St. Turn right on Walnut.  Parsons Engineering Science is located at the SW intersection of Walnut and Fair Oaks Ave.  If taking the 134 West Freeway, take the Lake Ave. exit and drive south to Walnut.  Go west on Walnut to Fair Oaks Ave.

“California’s Diesel Risk Reduction Program

 

Speaker: Jerry Mason, Ventura County APCD

 

The California Air Resources Board is rapidly adopting regulations to implement a “Diesel Risk Reduction Program.”  In 2004, the Governor and the Legislature implemented a smog check exemption fee and that provides over $80 million dollars per year for the Carl Moyer Program.  One would think that hand-in-hand these programs would be the solution to California’s air quality problems.  Au contraire!!  The on-road regulations require the installation of an after-treatment device on the vehicles.  However, recognizing that the emission control manufacturers will not develop devices providing the required reductions, the regulations contain a “poison pill” that mandates the replacement of old engines.  These engines, which are the same ones targeted by the Carl Moyer Program, will no longer be eligible for incentive funding.  Jerry will discuss the Carl Moyer Program in general; the Ventura County Program in specific; and, the impact of the “Diesel Risk Reduction Program” on both.

 

Jerry Mason has a bachelor’s degree from the University of Illinois and a master’s degree from UC Santa Barbara.  Following his retirement from the Navy in 1988, Jerry worked as a project manager for International Technology in charge of field services and emergency response.  Joining the District in 1991, Jerry was a Rules Engineer for four years before developing the Motor Vehicle Emission Reduction Program and then the Carl Moyer Program.  Jerry will retire from the District on October 21, 2006.

 

Dinner:  $25 members, $30 non-members, car-poolers save $2; $15 full-time students (sorry, no student carpool discount).  Attendees of the March 15th dinner meeting are eligible for a $10 discount.  Choice of beef, chicken, or vegetarian entrees.  EXACT CASH or check payable to A&WMA/CIC. Please note that a reservation is a financial commitment to attend the meeting, and no-shows may be billed for incurred costs.

 

Also, the Channel Islands Chapter Board of Directors would like to apologize for the difficulty hearing our speaker during the March 15th dinner meeting. If you attended that meeting and have not already done so, please accept our offer of a $10 discount on a future A&WMA CIC dinner meeting in 2006.
