Annual Conference hosted by West Coast Section of Air & Waste Management Association
The West Coast Section of the Air
&Waste Management Association will be hosting its annual conference at Hilton in Glendale, California on October 18-19, 2007. The topic of the conference will
be “Integration of Future Energy Requirements with California Global Warming Solutions Act.” Hilton
is located within a half mile from the Glendale Galleria and within 2 miles from Griffith Park & Observatory, Los Angeles
Zoo, and Autry Museum of Western Heritage. There are many other attractions (Disney
Studios, NBC Burbank Studios, Rose Bowl, Greek Theater, Universal Studios) within 5 miles from Hilton. Please contact Dr.

Indoor Air Pollution & Human Exposures – An International Perspective
Dr. Rufus Edwards, UCI
A study performed in a rural residential sector in Mexico provides a basis for evaluating opportunities for green house
gas reductions which result in considerable co-benefits in reductions in exposure of women and children to health damaging
pollutants. Field measurements of emissions were measured in Michoacan Mexico and this data will be used to demonstrate
how mitigation measures reduced air pollution emissions and how this sector can be included in trading mechanisms.
Dr. Rufus Edwards is an Assistant Professor in the Division of Epidemiology, Department of Medicine at U.C. Irvine.
Dr. Edwards studies environmental health and exposures to environmental pollutants in the U.S. and in other countries.

“OSPR 101 and the Future”
Speaker: Lisa Curtis, Director
California Office of Spill Prevention and
Response (OSPR)
Ms. Curtis,
recently appointed by Governor Schwarzenegger to head up California's Office of Spill Prevention and Response (OSPR) will
provide an overview of this agency; including it's regulatory authority and statutory mandates and organizational structure.
She will also provide a past-present-future agency perspective, with an emphasis on the changing nature of OSPR's regulatory
activities since 1990 when the agency came into being and conclude with her vision and focus for the future.
Lisa Curtis, a long-time law enforcement officer
for California's Dept.of Fish and Game (DFG) and OSPR, was previously Chief of the OSPR enforcement Branch. She served DFG
in different management capacities from 1997 to 2001, and between 1991 and 1996, was the State incident commander at moderate
and large marine oil spill responses. Lisa was a founding member of the Standardized Oil Spill Response management System
(STORMS) Task Force that created and produced a spill response field operations guide (FOG) in 1995. the FOG has since been
used by numerous government agencies at all levels, and oil industry personnel. Lisa earned her Bachelor of Science degree
in criminal justice and Master of Arts degree in organizational management. She is a recent graduate of the prestigious FBI
National Academy.

Global Warming Solutions Act of 2006

On September 27, 2006, Governor Schwarzenegger signed AB 32, the Global
Warming Solutions Act. The Act caps California’s greenhouse gas emissions at 1990 levels by 2020. This legislation represents
the first enforceable state-wide program in the U.S. to cap all GHG emissions from major industries that includes penalties
for non-compliance. It requires the State Air Resources Board to establish a program for statewide greenhouse gas emissions
reporting and to monitor and enforce compliance with this program. The Act authorizes the state board to adopt market-based
compliance mechanisms including cap-and-trade, and allows a one-year extension of the targets under extraordinary circumstances.

Topic: Mapping
the Driving Patterns and Emissions from Motor Vehicles Around the World
Synopsis: Dr.
Lents is presently serving as President of the International Sustainable
Systems Research Center. Prior to this he served as director of the University
of California at Riverside Center
for Sustainable Suburban Development and has been involved in environmental and energy research at UCR for the past eight
years. His research involves air quality management policy, the impact of electricity
generation policy, and transportation impacts on micro, macro, and global environmental systems. He has also served as Executive Officer of the South Coast Air Quality Management District, Director of
the Colorado Air Pollution Control Division, and Technical Director of the Chattanooga-Hamilton
County Air Pollution Control Bureau. Dr.
Lents was significantly involved in the development of the 1990 U.S. Clean Air Act and the 1988 California Clean Air Act. He has served on four national Commissions reviewing diesel standards, alternative
fuels, automobile global warming emissions, and air quality management processes and the recent National Academy of Science
review of the U.S. air quality management system.

“California’s Diesel
Risk Reduction Program”
Speaker: Jerry Mason, Ventura County APCD
The California Air Resources
Board is rapidly adopting regulations to implement a “Diesel Risk Reduction Program.”
In 2004, the Governor and the Legislature implemented a smog check exemption fee and that provides over $80 million
dollars per year for the Carl Moyer Program. One would think that hand-in-hand
these programs would be the solution to California’s air quality problems. Au
contraire!! The on-road regulations require the installation of an after-treatment
device on the vehicles. However, recognizing that the emission control manufacturers
will not develop devices providing the required reductions, the regulations contain a “poison pill” that mandates the replacement
of old engines. These engines, which are the same ones targeted by the Carl Moyer
Program, will no longer be eligible for incentive funding. Jerry will discuss
the Carl Moyer Program in general; the Ventura County Program in specific; and, the impact of the “Diesel Risk Reduction Program”
on both.
Jerry Mason has a bachelor’s degree from the University of Illinois and a master’s degree from UC Santa Barbara. Following his retirement from the Navy in 1988, Jerry worked as a project manager
for International Technology in charge of field services and emergency response. Joining
the District in 1991, Jerry was a Rules Engineer for four years before developing the Motor Vehicle Emission Reduction Program
and then the Carl Moyer Program. Jerry will retire from the District on October
21, 2006.

“A Model for Identifying Emerging Environmental Issues”
Speaker: Vern Novstrup, Naval Facilities Engineering Service
Center
Technologically complex
societies regularly identify and address "new" environmental issues and concerns, which emerge from the complex interaction
of science, technology, and social values. To the casual observer, new environmental
issues often seem to come to prominence randomly and without warning. However, we believe it is possible to detect trends
and to recognize the emergence of salient issues well in advance of any significant legislative and regulatory activity. This presentation offers a conceptual model of how environmental issues emerge and
develop along a timeline that includes technology deployment, academic study, solution development, advocacy, and legislative
and regulatory action. Key milestones are suggested for tracking the progress of emerging issues and case study examples
are examined.
Vern Novstrup is currently Environmental Compliance Branch Head at Naval Facilities Engineering Service Center.
His group supports various Navy commands across all media areas and is a key component in the Navy's regulatory analysis programs.
Formerly, he worked in as a technology implementation coordinator in Navy environmental restoration programs. Mr. Novstrup
has a Bachelor of Science degree in Geological Engineering from the South Dakota School of Mines and Technology in 1983. He
is a Licensed Civil Engineer in California.

The WCS-A&WMA at the 99th Annual A&WMA Annual Meeting in New Orleans
The WCS-A&WMA at the 99th Annual A&WMA Annual Meeting in New Orleans
In one of our most successful A&WMA Annual Meetings ever, this year the West Coast Section (WCS) won the Minasian Award
as best Section for 2005, our Channel Islands Chapter took second place in the Chapter Cup ( our Mojave Desert Chapter took
fourth, and our San Diego Chapter took fifth ), and our Cal Poly San Luis Obispo Student Chapter won first place in the Medium
Size University Student Chapter competition. Past Chair (2004-2005) Martin Ledwitz and current Chair Krishna Nand accepted
the Minasian Award for the Section.
Garry Gasperino (Channel Islands Chapter) and Victor Engleman (San Diego Chapter) were elected to the A&WMA Board of
Directors for 2007. Victor Engleman, already a Fellow member, was conferred with the title of Honorary Member. Martin Ledwitz
was named the A&WMA Ambassador to SE Asia by the A&WMA President, Peter Hess, and made Chairman of the Subcommittee
on Section and Chapter Awards, with Steve Menkus and Sara Head as committee members.
We have received notice that we will be presenting the formation of a WCS Student Chapter in India to the Sections and
Chapters Council at the November 2006 meeting. We are currently working with A&WMA staff on the potential formation of
a chapter in Chile, and are working on leads to form three potential chapters in the Arabian Gulf and a possible one in the
Czech Republic during the next year.
